Joe Popple
Professional History
Joe Popple founded J. P. Associates, Inc. (JPA) in 1995 and currently serves as Chief Executive Officer. Prior to founding the company, Mr. Popple served 33 years in federal government management positions. He was the Principal Deputy and Acting Assistant Secretary of the Air Force (Financial Management) when he retired from government service in 1990.
Mr. Popple also served as Air Force Deputy Comptroller and Deputy Director of Budget. In addition to the financial management organization and policy responsibilities, his experience includes 10 years as a member of the Air Force “Board of Directors” – The Air Force Council – and the Air Force Advisory Group to the RAND Corporation. Mr. Popple spent 12 years at the Defense Communications Agency (DCA) where he served as Director of Management Systems; as Chief of Command, Control, and Communications Program Review; and as Special Assistant to the comptroller. His DCA experience included responsibility for Agency management information systems and as Senior ADP Policy Official.
Mr. Popple received a Bachelor of Science in Accounting from Wilkes College, a Master of Public Administration from George Washington University and is a graduate of the Industrial College of the Armed Forces (ICAF)
Mr. Popple’s knowledge of financial management and organizational systems was gained through career-long responsibilities for financial systems architectures, design, installation and operation. For 12 years he was the senior official responsible for operation of the worldwide network of Air Force Comptroller offices and was Chairman of the Civilian Career Program. His experience includes 25 years addressing Department of Defense (DoD) issues to Congressional members and staffers. He is also a past National President of the American Society of Military Comptrollers (ASMC).
Throughout his career, Mr. Popple has built an extensive network of associates in the DoD, Office of Management and Budget, other government Departments, and the private sector. Mr. Popple possesses a wide range of experience from field operations through senior leadership positions at the Pentagon including 30 years involvement with information resource management.
